NOLC SPEAKS FOR YOU IN DC


Each Spring around cherry blossom time the National Orthopaedic Leadership Conference(NOLC) descends on D.C.to bring the orthopaedists’ point of view to Capitol Hill. Did you know the Academy/Association has a fulltime Washington staff, headed by Dave Lovett,to lobby for us. This staff educates the NOLC (consisting of the Board of Councilors, Board of Directors, COMSS, State Society leaders, and OrthoPAC leaders) in preparation to debate the legislative issues most pertinent to us as orthopaedists. The NOLC then attacks the Hill bending the ears of as many Senators, Representatives, and legislative aides as we can get a hold of.

This year your Florida Board of Councilors (Wayne Campbell, Pensacola; Ed Jaffe, Gainesville; Bobby Murrah, Orlando; Andy Wong, Largo; Bob Catanzaro, Miami), new State Society Executive Director Fraser Cobbe, and OrthoPAC leaders LynnGarner and Carlos Lavernia visited eleven Senate and Congressional offices to gather support for the Medicare Education and Reform Act of 2001 (MERFA).

MERFA is vital legislation that would 1) prohibit HCFA from enforcing new requirements until final regulations are issued; 2) put due process into the Medicare post-payment audit system; 3) force HCFA to provide education and communication to physicians attempting to comprehend their volumes of regulations; and 4) require HCFA to pilot test new E & M guidelines before implementation.

These are basic, fair, commonsense issues that deserve to be passed into law. We made our points emphatically and hopefully had some impact. What can you do to help? Contact your representatives in D.C. and ask them to support MERFA—known as H.R.868 in the House and S.452 in the Senate. Two minutes of your time multiplied by all of us can affect passage of this bill. Also consider contributing to the OrhtoPAC so they can continue to fight the good fight.

MERFA is important legislation that is raesonable, fair and will provide us with significant relief from unwieldy government regulations – it should be passed. The NOLC spoke up for you in D.C. Spend a couple of minutes to speak up fo youself.
